Well you can deny ips from those users which keep coming back without producing any clicks or revenues from your google ads or other ads, by using .htaccess file provided below. The file is used on one of my proxy site : enjoylearning as it was a heavy hitter with no to very low revenues, all those vistors with no returns only end up killing your bandwidth and getting suspended.

Feel free to download and place it in your public_html folder, where your proxy main index file is located. Ips listed there are in and around from ASIAN continent.
